A group consisting of members that have different educational backgrounds and cultural backgrounds is said to have the ability to come up with various ideas and opinions. It is this latter quality that stabilizes a society. Leading takes into account that there are a spectrum of interests in the populace, and that the leadi ng groups interest is not the only one.
